We find a similar scenario in the book of John. In John 4, while speaking to the woman at the well, Jesus speaks of a well of water springing up to everlasting life. He identifies the water as Living Water. In John 7:38, Jesus speaks of an experience of having rivers of Living Water flowing out of the belly. Verse 39 goes on to tell us that the Living Water is the Holy Spirit. Thus, those who have the Living Water flowing out of their belly and the well of Living Water springing up on the inside are immersed in Living Water. If there is no outward flow of Living Water, there is no baptism of Living Water because to be baptized is to have Living Water inside as well as outside. According to these simple truths, the emphasis should be placed on the use of tongues.
It should be abundantly clear, however, that the baptism with the Spirit is also the initial obedience of Jesus' commandment to the Church to wait for the baptism with the Spirit. Therefore, to wait for the initial baptism should be emphasized to those who have believed in Jesus to be clothed with His righteousness, but once they have received, the emphasis should be placed on allowing the Holy Spirit to flow out of the belly. To be baptized with the Spirit is to speak in tongues.
In Matthew 16:19, Jesus told His disciples that He would give them the keys to the kingdom of heaven. Whatever they bound on earth would be bound in heaven, whatever they loosed on earth would be loosed out of heaven. We might ask the question, "What is it in heaven that Jesus gave His disciples authority over? Heaven is the dwelling place of God and Jesus said that all who believe on Him would be able to release Living Water out of their bellies and Living Water is the Holy Spirit.
Some may question my theology, but no one can question that there is a dearth of God on the earth today. Nor can anybody question that the gift of tongues is discouraged in all its various forms in most every church. It is curious to me that Jesus gave the keys to His home in heaven to believers on earth. What business do Christians have with the keys to heaven? Why should Christians be given authority over what (or who) flows out of heaven? Talk about love! Just to be clear, Jesus repeats Himself in Matthew 18:18, saying, "Verily I say unto you! Whatsoever you bind on earth shall be bound in Heaven and whatsoever you loose on earth shall be loosed in heaven." By saying "Verily I say unto you," Jesus is emphasizing the point. If Christians loose the Holy Spirit on earth, He is loosed in heaven, but if Christians bind the Holy Spirit on earth, He is bound in heaven.
We might ask the question, "How can Christians bind the Holy Spirit on earth?" There are probably many ways, but there should be no doubt that if Christians do not allow the Living Water to flow out of their bellies, the Holy Spirit is bound up inside them. He is springing up as a well, but there is no outflow of Living Water and the world today needs a deluge of Living Water.
There should be no doubt where the emphasis should be placed. If Christians have the authority to bind heaven or loose heaven, it stands to reason we should be trying to loose as much heaven as we can. We might question exactly what Jesus meant in these two verses, which again seems curious to me as to why Jesus gave us authority over heaven. What do we know about heaven? However, if we take Jesus at His word and just accept that anything we bind on earth will be bound in heaven, we should strive to release the Holy Spirit as often and as much as possible, any way we can. Churches should be places where there is an emphasis on releasing the Holy Spirit.
Once again, there may be many ways to release the Holy Spirit. However, in John 7:38, Jesus said, "All who believe on me, will have rivers of Living Water flowing out of their bellies." Verse 39 goes on to identify Living Water as the Holy Spirit. In Acts 2, when the baptism with the Spirit happened to those who were seeking obedience to Jesus' command to wait for the baptism, the Holy Spirit flowed out of their mouths, manifested as one of the many gifts of tongues. One would think that obedience might be more important than understanding.
Once again I might point out that the believing on Jesus of John 7:38 is different than the believing in Jesus of John 3:16. If you are believing in Jesus and expecting the gift of tongues to flow out of your mouth, you are going to be disappointed. Belief in Jesus produces righteousness, but not tongues.
